Client: Free and Hanseatic City of Hamburg, Bergedorf District Office
Project period: 2023 – 2025
Project in cooperation with: DSK GmbH
The project in brief
A well-networked, active and effective city management for the Hamburg district of Bergedorf (36,757 inhabitants) – that was our task for this project. We developed the concept and a package of measures for Bergedorf NOW and provided operational support for the project implementation: with Stadtmanufaktur project manager Julia Staron as city manager alongside Tanja Tribian and Steffen Hertel from DSK Deutsche Stadt- und Grundstücksentwicklungsgesellschaft mbH.

Task and background
Bergedorf’s city center should remain attractive and liveable. Bergedorf has been tackling this goal since 2023 with funding from the federal government’s Sustainable City Centres and Town Centers funding program.
For the Bergedorf NOW project, we are focusing on these four fields of action:
- Strengthening brick-and-mortar retail by promoting and using digital technologies and innovative concepts
- Revitalization of the city centre through new uses
- Networking the relevant inner-city players and promoting exchange
- Marketing and public relations
Our way of working
In line with these fields of action, we designed Bergedorf NOW as a holistic city management system that proactively supports structural change in combination with other components related to the activation and attractiveness of Bergedorf’s city center.
Our approach for functional city management? Actively and regularly addressing and involving all stakeholders – right from the start(stakeholder management).
In detail, this means
- Networking and participation of relevant inner-city stakeholders
- Promotion of exchange between stakeholders and with city management
- Network and committee meetings
- Initiating individual discussions, workshops, city center forum, city lab, etc.

Further building blocks for the initialization and institutionalization of Bergedorf NOW:
- Creation of an action plan / action concept (incl. event criteria catalog)
- Revitalization of the city centre through innovative concepts (incl. concept for the artist-craftsman house Plietsch)
- Communication and marketing (incl. development of a project brand and a communication concept)
- Press and public relations
- Conception and programming of a city app
- Concept for integrating tourism potential
- Advice for traders on digital issues
- Representation of Bergedorf’s interests in municipal and cross-sector committees

Collection of ideas for revitalizing Bergedorf’s city centre
Julia Staron , project manager at Stadtmanufaktur, also supports all of these aspects and the measures designed in her role as Bergedorf NOW city manager. Together with her colleagues at DKS, the project involves setting up and expanding structures and processes, developing campaigns and taking on traditional tasks such as back office and on-site consultation hours.
